Lloyd Brown, MD
Mount St. Mary’s Hospital
Dr. Brown is the Director of Emergency Services and Director of the Emergency Department at Mount St. Mary’s Hospital Emergency Department, which serves over 22,000 patients each year. Prior to this appointment in 2003, Dr. Brown was an attending emergency physician for the Catholic Health System hospitals in Western New York: St. Joseph Hospital, Mercy Hospital of Buffalo, Mercy Ambulatory Care Center, Kenmore Mercy Hospital and Sisters of Charity Hospital.
After graduating cum laude with a BS in Zoology from Howard University, he earned an MD from the State University of New York at Buffalo. He has his Board Certification in Emergency Medicine, and a member of ACEP.
Dr. Brown is extremely active in the community. He is the Medical Director for eight of the volunteer emergency management services (EMS) companies in the Niagara County region. Five years ago he began and continues to coordinate the “Annual Salute to Niagara County’s EMS Providers Award Ceremony.” He has served on the Board of Directors of the Williams-Elmslie YMCA, as Director of the Crisis Response Team of the Greater Refuge Temple of Christ Church, and as Director of the Preventing Youth Violence Conference. He and his wife, Dr. Curlane Jones-Brown, recently received the Family Life Award from the Buffalo Urban League for their continued support to youth and young adults in the Western New York community.
Dr. Brown is a leader in quality improvement and patient satisfaction programs, and Mount St. Mary’s has earned national recognition for his efforts. For example, the hospital was ranked number one in Ascension Health for Core Measures as of July 2008. Ascension Health is the largest Catholic health care system and the largest non-profit delivery system in the United States with 66 acute care hospitals in 20 states and the District of Columbia.

Tanvir Dara, MD, FACEP, FACP
Sisters of Charity Hospital
Dr. Dara has served as the Chair of Emergency Medicine at Sisters of Charity Hospital since 2001.
Dr. Dara is well respected in his administrative leadership role at the hospital and through his many contributions to the medical profession. He earned an undergraduate degree at Government College and a Doctor of Medicine at King Edward College in Lahore, Pakistan. He is boarded in Emergency Medicine, Internal Medicine, and also by the American Board of Urgent Care Medicine. His special interests include bedside ultrasound and he also serves as director of the BEA/Exigence ultrasound program. Dr. Dara has published extensively, including narrating chapters in Emergency Medicine books.
Prior to joining BEA, Dr. Dara was an attending physician at Buffalo General Hospital, Erie County Medical Center.
Dr. Dara currently holds an appointment as a Clinical Assistant Professor of Emergency Medicine at the State University of New York at Buffalo, School of Medicine and Biomedical Sciences and New York College of Osteopathic Medicine.

Richard Elman, MD, FACEP
Mercy Hospital of Buffalo
Dr. Elman has served as the Chair of Emergency Medicine at Mercy Hospital of Buffalo since 2003. Mercy Hospital provides emergency services to more patients than any other hospital in Western New York, serving more than 37,000 patients at Mercy and another 30,000 at Mercy Ambulatory Care Center in Orchard Park. Dr. Elman is currently helping to lead a $32-million construction project that will result in a 46,000 square-foot addition to the hospital. The addition will result in a 34,000 square-foot state-of-the-art Emergency Department.
Dr. Elman brings a wealth of clinical and administrative experience to his leadership role. He graduated Magna Cum Laude with a BA in Biology from Case Western Reserve University and earned a Doctor of Medicine from the State University of New York at Buffalo. He is Board Certified in Emergency Medicine and a Fellow of the American College of Emergency Physicians.
Prior to joining BEA, he served as the Director of the Emergency Department and also Chief of Staff at Lockport Memorial Hospital. He was also Chairman of Ambulatory Care and Emergency Medicine Services at both Sisters of Charity Hospital and St. Joseph Hospital. Dr. Elman holds an appointment as an Assistant Professor of Emergency Medicine at the State University of New York at Buffalo, School of Medicine.

Ashok Kaushal, MD, FACEP
Mercy Ambulatory Care Center
Dr. Kaushal has served as Director of Mercy Ambulatory Care Center since 1995. The center, a free-standing Emergency Department, serves more than 30,000 patients each year. He has also served as Chairman of the Emergency Department at Mercy Hospital of Buffalo. Dr. Kaushal is a board member and senior partner of BEA.
Board certified in Emergency Medicine, Dr. Kaushal is a fellow of the prestigious American College of Emergency Physicians. He earned a Doctor of Medicine from Government Medical College in Patiala, India.
Dr. Kaushal is a leader in designing and implementing customer satisfaction, performance improvement and quality assurance programs.

Frank M. Lee, MD, FAAEM
St. Joseph Hospital
Board certified in emergency medicine, Dr. Lee was named Chair of the emergency department at St. Joseph Hospital in 2002. He spearheaded an initiative at St. Joseph’s called Project Renaissance, which has been met with high praise in the medical community. It featured the implementation of a new electronic medical records system, the first for a private ER in the region. He also led the design of the hospital’s new emergency department, which won several design element awards. The success of that effort has been measured in improvements in the patient length of stay, patient satisfaction, and increased volume. St. Joseph Hospital recently honored Dr. Lee with the Caritas Award that recognizes outstanding service and dedication along with support to the community. He also serves on the hospital foundation’s board of directors.
Dr. Lee completed his residency at the University at Buffalo’s School of Medicine, earning his medical doctorate along with a bachelor’s degree in biological sciences from the University at Buffalo.
Dr. Lee is a frequent lecturer to medical staffs and organizations on a range of topics related to emergency medicine. He is also certified in ultrasound. Dr. Lee continues to practice emergency medicine at St. Joseph Hospital, Mercy Hospital, Sisters of Charity Hospital, and urgent care facilities. He is also an assistant clinical professor.

Raquel Martin, DO
Kenmore Mercy Hospital
Dr. Martin has served as Chair of Emergency Medicine at Kenmore Mercy Hospital, a 28,000-annual visit Emergency Department, since August 2003.
Dr. Martin brings an impeccable set of training and credentials to her clinical and administrative leadership role. She earned a bachelor’s degree, graduating magna cum laude, from Canisius College, and a Doctor of Osteopathy from Midwestern University. She served as Chief Medical Resident at the Cleveland Clinic. Dr. Martin is boarded in both Emergency Medicine and Internal Medicine. Prior to joining Buffalo Emergency Associates, she served as the Director of the Emergency Department at Kaleida Health Millard Fillmore Suburban Hospital in Buffalo.
Dr. Martin also holds appointments as both Assistant Professor of Emergency Medicine and Clinical Instructor of Medicine at the State University of New York at Buffalo, School of Medicine and Biomedical Sciences. Dr. Martin has published in a wide-range of leading medical publications, and she has been integral to the development of Emergency Medicine services at the regional, state and national-levels.
